SOUL CONSOLING TOWER

Manzanar--The writing in Japanese says, "Soul Consoling Tower." I haven't figured out if the flags were meant as an affront by some super patriot, or if it was the work of an internee or descendant thereof, who wanted to show there was still a love of the country despite having been wronged.
