This is a screenshot of the issue that I am seeing on my machine with Effects (Pixel Shader, .NET 3.5 SP1) and a rotated Border.
The green rounded rectangle is the Border that is no longer anti-aliased when adding a drop shadow effect (the black rounded rectangle).
If you get rid of the drop shadow effect, the green Border goes back to properly being anti-aliased.
