Button vs. handle - toilet flush confusion in Bill's / Brighton

These were the toilet flushes in a restaurant in Brighton. The handle was actually a toilet roll holder, but there wasn't any. Hence 2 out of 3 stalls had the handle turned as people tried to flush the toilet that way.
