'Invention' by Eduardo Paolozzi
Eduardo Paolozzi's more famous work in London is probably the huge Newton bronze at the British Library (a photo of that one here for example!)
Flickr has a sunnier pictures of this, eg Sarah's. Oddly no-one seems to have taken a view from the back of the head (which is all machinery, apparently - I must say that I didn't notice in the cold).
