Algae on ducks

Every time these young ducks put their face in the water, they come up with algae hanging from their beaks

 

A month ago, this pond hosted two duck families, a turtle, a heron, and lots of fish. Families loved to come down and feed the animals. This is what the pond looks like today. I complained to the management company. They told me they sent someone down who said the pond was fine. Does this look fine to you?
