Flood bank shadows

The bank helps protect York from flooding by the River Ouse. The shadows, cast by a fence, are on a metal affair (possibly corten steel - the stuff that develops a protective coating of rust) whose function I haven't yet divined. Something to do with a flood gate and a small stream that approaches the Ouse at this point, I think.
