Our friend the windmill

Old Ikata had a nuclear power plant. Old Seto had windmills. AMALGAMATE! Now the new Ikata has both a nuclear power plant and windmills. The windmills don't actually produce that much power, but it's kind of a mascot / half-assed tourist draw at this point.
