This is the weight mechanism. There is some concern as to whether or not this is the original piece, but it has been oxidized significantly.

 

The weight (which is as heavy as it looks) sits high on the brass rope inside the bottom of the case and helps keep the internal mechanism working. Here, you can also see the catalogue number in corresponance with the rest of the clock pieces. It also says that the clock is in the British Military exhibit, but it is now back in storage. The weight and a few other pieces would have made the clock too heavy if it was on exhibit, so they were removed for safety purposes. Instead, it would have sat in a corresponding numbered box.
