shutter speed

my cameras shutter speed was set to 1/3 with an aperture of f/5. Clearly the speed was not ideal as my subject was moving. The picture came out blurry and with too much exposure. If the shutter speed was set faster to lets say 1/30 my picture would have come out clearer.
