Palmer, Henry Spencer (1838-1893), major-general, royal engineers; nephew of Sir Henry James; entered royal engineers, 1856; took part in the survey of British-Columbia (1858-63), in the parliamentary boundaries commission under Disraeli's reform act (1867), and in the survey of Sinaitic Peninsula (1868-9); sent with the New Zealand party as chief astronomer to observe the transit of Venus, 1873; appointed engineer of the admiralty works at Hong Kong, 1878; became commanding royal engineer of the Manchester district, 1883; employed (1885-93) in designing waterworks for the Japanese government; retired as major-general. 1887.

2 Feb 1885 baptism of son Claude Arthur Frederick Palmer (d.1916) at Manchester, England
1921 at Penticton, Yale, British Columbia
10 Jan 1934 died at Victoria, British Columbia, Canada
