Interesting bicycle

I think I saw one of these on display in Angle Lake Cyclery in Sea-Tac. I imagine it has an interesting story behind it, but I did not wish to pester its owner too intensely. There were multiple different kinds of folding bikes present, including at least 3 Bromptons.
