I understand that the last model year for the small backlite was 1957. The twin small tailpipes were introduced for 1956. Given those two criteria, my guess is 1956-57.
Say, attention Beetle experts! What is that apparent gap above the running board immediately forward of the rear fender?
This one was seen for sale on the lot of a specialty car dealer in Carson, California a few years ago.
