Secure
They put the Port-o-John out at the north parking lot of the York Woods Forest Preserve of DuPage County toward the end of April, and you can see they were concerned about security because they chained it down to a bolt embedded in the concrete. This suggests the people running the preserve were operating under a number of assumption I believe to be false.
One, they evidently thought somebody might try to steal their Port-o-John, but I don't think this is likely. A Port-o-John is not typically a high value target for thieves.
Two, they thought that somebody prepared to steal a Port-o-John would be deterred by that little chain. But anybody who did want to steal a Port-o-John would need a trailer or a pickup truck to haul it, and they'd need some kind of machinery to lift the Port-o-John onto this hauler. Port-o-Johns aren't light -- even fresh and unused, their reservoirs are full of blue disinfectant liquid -- so the Port-o-John thieves would need something like a forklift or a crane. And anybody who came here with a forklift or a crane would have thought to bring a cutting tool capable of cutting through that chain.
So this is nothing but security theater. It's typical government making us feel like we're safe from threats that only exist in their own ... um, heads.
