City heating

Clouds of frozen vapour billow up from the chimneys of the city's central heating plant. In winter air temperature is so low that the water vapor freezes before condensing into larger droplets, and as a consequence in the morning the skies are veiled in streaky clouds of faintly glistening ice crystals.
