Sparrowhawk eating pigeon (if its not a Sparrowhawk will someone tell me what it is)

the only other time I have seen this happen was in the station taxi rank about 500 yards from this spot six years ago - I've lived in wild places but the only places I see stuff like this is in the centre of York
