Yes, he does.
I've loved this magnificent, silly, engaging, whimsical, charming, terrifying, moving, melodramatic, and basically bloody brilliant television show since I first saw it in the 1960s.
I think Patrick Troughton was my first Doctor. (I remember cobwebs and tunnels and a scary trilling sound accompanying dimly seen lumbering beasties...)
Later I caught up with the first Doctor's adventures, though I'm sure I saw Peter Cushing playing him when they aired one of the two theatrical movies on the telly before I encountered William Hartnell in the role.
Back in the day, Jon Pertwee and Tom Baker were the Doctors I was most familiar with, as their serials were repeated quite frequently and coincided with my early beginnings as a Science Fiction fan.
It got a bit fuzzy when I was watching the 5th and 6th Doctors' stories, as life got very distracting and VHS recording was often hard to arrange.
I kept the passion going though, even if I sometimes saw the episodes out of order.
Things settled in time (and space) for me to watch most of Sylvester McCoy's stories, and during the stasis between old and new series the 'rift' was filled with Paul McGann's one shot telemovie, as well as "Doctor Who By Other Means" including spin-off novels, audio CDs and the like.
I also started broadcasting the Zero-G Science Fiction, Fantasy & Historical radio show and had plenty of opportunity to revisit old episodes as they were released on CD, video or DVD and in some cases experienced stories that I'd never seen before. One of the highlights of Zero-G, for me, was when I reviewed every serial that the ABC repeated here in Australia, when they did their mammoth long running retrospective of Doctor Who.
(Well, righto, getting to interview Paul and Sylvester...that was another highlight, y'know?)
In the 2000s, of course, Doctor Who was regenerated with splendid new adventures and at least three, going on four Doctors. Many of their stories, I think, have been equal to and indeed sometimes greater than the best that have gone before.
Many folks turn to the songs of popular music to mark the calendars of their lives. Genre buffs, well, it's often down to "Who was YOUR Doctor?"
To which I'll always answer, "Yes, yes he is."
'Cos I truly have enjoyed the rise and fall of each and every Doctor. Some more or less than others but always with a sense of watching fictional history in the making.
Here we all are fifty years later!
Quite up for fifty more 'n all.

These are the ones I didn't have to make. There are others that I'll have to roll on my own but as these were enough to fill out the '50' number we'll go with what I've got, for now. I've been assembling a collection to go with my Time Lord Engineer costume for a while. (Based on the character of Drax, the renegade Time Lord technician seen in the 4th Doctor Who era serial, "The Armaegeddon Factor".)
Yes, I know, that's the Master's laser screwdriver. Wanna make something of it? Take it up with HIM. (Good luck with that.)
Why my peacock feather cloak
as background?
Well, y'know, I reckon there are as many answers to that question as there are feathers.
-The colours, texture and pattern make a good contrast to the screwdrivers.
-Peacock feathers just ooze timey whimey symbolism. Immortality. Resurrection, All-Seeing, and so on.
-The Doctor has frequently dressed in a fashion that suggests he's a bit of a peacock. (Doctor 3.0 and 6.0, I'm looking' at you!)
-It was a beaut, sunny day when I set up the photoshoot, and I knew the light outdoors would make it come up a treat.
-It's a peacock feather cloak. Arguments against using it are invalid.
