Winter exacerbates the harsh living conditions in rural Appalachia. Coal mining has provided employment to many people in Appalachia. In 1947 Appalachia’s coal mining industry peaked to meet demand for fuel caused by World War II. Coal production has since been replaced by increasing oil use, causing the Appalachian region economic hardship as this major industry declines. High unemployment rates and low labor force participation creates an environment with unmet needs of Appalachians in terms of education, jobs, and social infrastructure.
