I believe that the urban building codes require underground parking lots to double as emergency shelters. Many underground parking lots in the city have water-tight blast doors (that are normally open) that can section-off portions of the garage.
At first I thought the doors were to be used to limit damage caused by flooding, but then I realized how silly that thought was: flooding in Beijing?
Best be prepared, though.
