Edited and reposted. Well and truly derelict by 2015, This was built by Hawke Coachwork, Takanini, New Zealand circa 1980. A photo of it in as built condition has surfaced showing it has no glazing and roll down "Canvas Curtains" as is common in Fiji. Also its colour scheme is that of the buses that used to belong to the NZ Education Department. One can surmise it was supplied by NZ government to Niue Ministry of Education (or whatever it was called in the early 1980's)
