Polka Skirt Texture

I was browsing my friend Tyr Rozenblum's flickr today and came across a really cute texture she made.

I tried to give it a shot and see if I could make a similar texture.

Well hers is like WAY better, but that's given as she is one of my favorite designers. xD So this is just photoshop practice.
