This is the view you get when you enter the Oculus from East side at the Church Street entrance in downtown Manhattan.
Across the way is the Greenwich Street entrance.
It has three levels of roughly 365,000 square feet of retail space called the Westfield World Trade Center and was the largest shopping complex in Manhattan when it opened on August 16, 2016. It replaced the original 'Mall at the World Trade Center' complex that was under WTC 4 and 5.
