Looking for signs of progress/drug reactions? Inmates, who were "wards of the state" were fair game for drug experiments quietly funded by pharmaceutical companies who might accidently leaves "wads" of money sitting around in the presence of marginally paid institution directors and doctors. Some rooms in the center are arranged for maximum security for obviously dangerous youngsters - perhaps parent/sibling killers? Maybe the kids that freak out and go on shooting rampages - who knows?
