Jerusalem, Israel: The precise reason light festoons were hung on and around the facade of this synagogue is unknown to me. However, two likely possibilities come to mind - 1) to decorate it, as the lieu of a wedding, or, 2) in honor of a Torah luminary who may have been invited to deliver a scholarly lecture there.
