Apache Trail

The Apache Trail, highway #88, was built to provide access for equipment to build several reservoirs to provide a water supply for Phoenix. Today the Apache Trail is part of a very scenic drive into the Superstition Mountains, which is in the Tonto National Forest and the Sonoran desert. Is there a contradiction here, a forest in a desert? The more prominent "trees (?)" here seem to be Saguaro cacti, only found in the Sonoran desert.
