Fire Hydrant

Why is there a fire hydrant picture next to the real thing? I have no idea and apparently Google doesn't either. We saw several of these along a country road in West Virginia. First of all, we aren't used to seeing Fire Hydrants out in the country away from any towns or cities. It's a mystery!
