Cuff issue

Problem (sorry hard to see with the busy fabric) - the outside edge of the cuff is pressed under at 3/8 inch. The inside is stitched to the sleeve at 1/4 inch. Therefore when I turn it in the right way and go to topstitch the outside down, it doesn't cover the stitching from attaching the inside. Do I have to kind of slide the whole thing down over the sleeve edge? Ideally the outside piece would have ended up slightly longer, not shorter, yeah?
