I learned this from flickr member, Juan (www.flickr.com/photos/juanjoispolo/). This is too blurry. Here's how I do it because I'm limited with CS3. And you can play around with these steps.
Duplicate background layer. Desaturate it.
Filter>dust and scratches until it looks right. Lower to 50% opacity. IF YOU HAVE CC USE THE CAMERA RAW FILTER AND PUT CLARITY AT MAXIMUM.
Duplicate THAT layer, blending mode Saturation.
Use layer mask to bring out color.
