This shot has three layers and two masks. The first layer is desaturated. On the second layer I selected the background and added a mask, a lens blur filter to blur the background and bring out the subject and then a slight inner glow to give a tiny bit of color to the edge of the subject. On the third later I selected just the irises and added a solarize filter and an unsharp mask filter to add some bright colors to the eyes.
