Both GE and Boeing have test facilities located at the Victorville facilities.
This GE owned 747 is an engine testbed, and has been testing the new Leap 1B engine for the Boeing 737Max series. This engine would be the No. 2 engine on the left side. The other 3 engines are P&W JT-9Ds. GE also owns a 747-400, but that wasn't visible at the time.
This aircraft has apparently been repainted recently, to match their 747-400 livery.
