The Hebrews were the Pharaoh’s slaves in Egypt. Moses led them out of Egypt and parted the Red Sea so they could cross. Here the waters close again stopping Pharaoh from catching them.
Exodus 14.27 - And Moses stretched forth his hand over the sea, and the sea returned again to its strength.
