Rooftops are being loaded with heavy bags and stones to prevent the Rohingya from blowing away. As many as 200,000 of the estimated 700,000 refugees living in these squalidshelters are at risk of the heavy rains, according to the Inter Sector Coordination Group, an interagency group headed by the International Organization for Migration (IOM) and UNHCR. Of these, 25,000 are considered to be "at very high risk."
