Inevitably, it's a Herring Gull. With all the charm of a psychopath in those EYES....
These really are, deeply serious birds with an effective weapon in that beak. We don't normally consider them as birds of prey, but that's what they were designed to do before agriculture made them into plough-followers and council tips degraded them to the level of bin-scavengers. But that beak's still there, and they're large and powerful birds even if they're perhaps less intensively fish eaters than evolution designed them to be. Still, they sometimes do their share of diving for subsurface sprats or sandeels when those are driven close to the surface by attacking shoals of mackerel.
Perhaps it's the relative reduction in fish densities these days that's forced them to adopt alternative sources of sustenance?
Certainly the numbers of puffins seems to be less than previously was noted - and those are exclusively eaters of the same small fish species as above. Puffin-design doesn't allow them to seek out other food sources, so if there's less to go round their numbers diminish.
