That's a metal workers leather bag under the fender. Filled with sand, it is nonabrasive and easily shaped to the parts making them stable for the hand work. In the previous photo it is inserted in the tanks tunnel making it lean on the handle I've screwed into the filler hole and propped up with an end roll of masking paper. I got mine from Ron Covello, google him if you are interested.
