Is this an Eastern Pondhawk Dragonfly? A normal one?

So I don't have a good reference on the dragonflies of the Eastern Seaboard, not one that addresses color variations and developmental levels.

 

This one was seen on James Island, South Carolina (August 2018), and it's part blue and part green, and in E. Pondhawks males are blue and females are green. So is this a normal color variation, an immature or intersexed, insect, or a different species?
