When you sit in the food court area up in the middle of the boardwalk where a lot of the food concessions are, they have strung clear fishing line all across the open areas between the roofs of the buildings in order to discourage the seagulls from dive bombing unsuspecting diners. This tact seems to work pretty well, however there are a few smart ones that have figured out how to "walk in" from the sides of the boardwalk. This guy was busy walking under all the tables picking up dropped french fries.
