While this shot is also beautiful, it serves a guide purpose. As you can see here, there are a multitude of high price residences here, as well as lots of high class entertainment. These places are all set to have a dress code to keep lower class tropicans from traveling all the way across the island for entertainment. Do not worry! They still get to use the giant Stadium on the other side. They are not deprived. I am not a cruel ruler. :) This serves many purposes. It keeps traffic in the area limited to workers going to the tourist zone, and tourists going to the entertainment area. At the choke point, this helps keep people from turning in all sorts of directions. By providing all high class services to residents here I can keep them from going downtown to help with traffic, I can keep them employed in high class jobs to afford mansion level rent, and i can get them to pay it all back to me in expensive entertainment! Brilliant! To keep the tropicans localized, be sure you have healthcare, religion, a market, and entertainment covered. The TV station on the hill is broadcasting whatever entertainment makes the most profits and helping with Liberty.
