In the UK this plant is largely restricted to the Caledonian Pine Forests in Scotland. It is classed as Nationally Scarce.
However it is a plant which can be found all around the world in the Northern Hemisphere from Northern Europe to Russia to Alaska and Canada and much of the USA. It is actually quite abundant in much of its range. You cannot judge the size of the flower from this image but it is very small and easily overlooked. In Scotland it flowers in June/July. The plant grows in clonal patches ie a group of plants which are genetically identical.
