Сградата на община Русе, завършена около 1985 г. като Партиен дом (Окръжен/Градски комитет на БКП) с типичните за периода червеникави прозорци и каменни облицовки. Местният фолклор я назовава "кораба". Едно от историческите събития, свързани със сградата, е състоялият се пред нея през февруари 1988 г. мирен простест на граждани на града срещу дългогодишното обгазяване на въздуха от голямото промишлено предприятие "Верахим" на територията на съседна Румъния. Тогавашните власти отлагат решаването на проблема с идеята да не се развалят "дружеските отношения" със СРР. Митингът се смята за една от първите масови открити прояви на гражданското общество в България във времето на социализма. Сградата е дело на арх. Александър Баров, автор на НДК, Резиденция Бояна и други представителни сгради.
The city-hall at Ruse central square, inagurated in ca. 1985 as office of the Province committee of the Bulgarian communist party with the typical for the period copper-like windows and stone cladding. Known as "the ship" among the citizens of the city. In February 1988 the square in front of the building became the place of a peaceful protest of the citizens of Ruse agains the several years lasting gas pollution of the air coming from the Verachim industrial enterprise in neighbouring Romania. The Bulgarian central and local authorities delayed the solving of the problem in order not to spoil the "friendly relations" with socialist Romania. The protest is regarded as one of the first mass manifestation of free mind in socialist Bulgaria. The building was project of arch. Alexander Barov - author of the National palace of culture, the government residence Boyana in Sofia and many other buildings.
