By the mid-1930s the two main railways north of the Border, the London Midland & Scottish and the London & North Eastern Railways had realised that by cooperating on their marketing efforts they could save money; it appears that each company took the lead in design and production in alternate years and this undated brochure bears an LMS "ERO" code. I'd say 1936 as the express locos shown inside are non-streamlined and so predate the c1936/7 'competition' between the two railways!
The brochure extols the virtues of the south of Scotland (the Borders and Ayrshire) by using the memory of two of the country's greatest literary figures; Robert Burns and Sir Walter Scott. The initials E.W.H, stand for Ernest William Haslehust (1866 - 1949) who undertook the majority of artwork for the joint 1936 brochures. He was also commissioned by several railways for posters around this time.
