Kotsu-dori - Bone Street
During the Edo Period, Minami Senju was home to the Kotukappara Execution Grounds, where an estimated 100-200,000 prisoners were put to death over the grounds' 200-year history. This necessarily shaped the naming of the surrounding region, such as the nearby Namidabashi (Bridge of Tears). This is Kotsu-dori, or Bone Street, where the heads of the executed were allegedly put on display.
This was late afternoon during the O-bon holiday when everything was closed (and the temperature was probably over 35C/95F), which is why the place looks deserted. It's normally a lot more lively.
