What appears to be a roof garden is actually the result of blocked spouting. Irresponsible landlords seem to be rife here. Of course, in the 'old days' a ladder and a hook would have been used to address this. Now it's scaffolding, arrester gear, and a working at height permit before work proceeds. Hence, roof gardens are becoming a common part of the urban landscape.
