Due to contractual obligations, BNSF’s Fallbridge Sub dispatcher will plug its sidings with westbounds an hour in advance prior to Amtrak’s No. 28 Empire Builders departure from Portland Union Station to avoid delays. So is the case for this westbound slowing to a stop at Cooks siding in preparation for the meet.
