Land of the Free

The Delta is a paradox of ownerships - the land is mostly private, the levees are operated by Reclamation Districts - quasi-private entities that are charged with maintaining the levees, many of which were at least partially constructed with public money. Most of the levees are topped with public roads, but posted with "NO" anything signs. Outside of a few county and state parks, very few areas are open to public access. Enclaves, such as this one at Snug Harbor, are few and far between and those that have become established are mostly closed to public access.
