LaSalle resident Joseph Pugliese leaves the hearing room for a drink of water following the end of his case at the Access to Information Commission on Wednesday, March 16, 2016 in Montreal, Quebec. He petitioned the borough of LaSalle in May 2014 for access to the VIP guest list for the city's 100th Anniversary. The city stated that it furnished all receipts to Mr. Pugliese in its archives (which were primarily for food items purchased), that the celebration was organized by a third party organization and that it did not have nor ever had such a list. Pugliese claimed that since the celebration was paid for by the citizens of Lasalle, the citizens are entitled to know the names of the individuals invited to the event.
