Understanding Failure in Technology Policy

Despite well-intentioned efforts, tech policy often comes up short. The resulting uncertainties and missteps can leave individuals and society exposed to harm and technology developers without guidance or support. In the UW Tech Policy Lab, our current work involves surfacing specific cases of information tech policy failure in order to develop: (1) an in-depth understanding of what counts as evidence for tech policy failure, and (2) a typology of the ways in which tech policies have historically failed. From this work we will develop toolkits to help improve the tech policy development process including the discourse between technologists and policymakers.
