In 2005 there were an estimated 150 million migrant workers without official permits in cities across China. Due to their lack of documentation and transitory nature, these temporary laborers are often exploited. Their annual wage (roughly 5000 yaun) is commonly withheld until completion of the project or may go unpaid all together. The Legal Aid and Research Center for Youth in Beijing estimated in 2005 that employers across China owed more than US$12 billion to Chinese migrant workers.
