FORT BELVOIR, Va. — Benjamin Hernandez, an iron worker, cuts steel to prepare it for installation in the roof of the U.S. Army Legal Services Agency (USALSA) headquarters facility here May 14, 2011. The U.S. Army Corps of Engineers Baltimore District is managing design and construction of the new facility as part of Base Realignment and Closure 2005 programs here.
