With an abdomen this small, there is no doubt that this European garden spider (Araneus diadematus) is a male.
This is one of the species which has the most (to my knowledge) common English names.
On top of the aforementioned European gardn spider, this is also a cross orbweaver, a cross spider, a diadem spider, a crowned orbweaver and probably a few combinations of those as well.
