This is a pellucid fly (Volucella pellucens) and the name (pellucid means translucent or clear) comes form the "window" into the fly on the abdomen. The Swedish "fönsterblomfluga" similarily translates into "window hoverfly".

 

The flower (as so often) is the darker variety of great masterwort (Astrantia major).
