Many people thought that the United Natins "Afghanistan's New Beginnings Programme" would not work. It seemed impossible to think that 50 thousand warlord soldiers could be disarmed and the men put to productive work.
It started well with this heavily stage managed disarmament in Kunduz but then slipped into inaction, inefficiency, and lack of purpose as a result of poor management and a lack of political will.
But in the last year and a half of the DDR program things turned around and in the end the ANBP group had more than exceeded the 50 thousand target.
